The NASA White Sands Test Facility (WSTF) is a preeminent resource for testing and evaluating potentially hazardous materials, space flight components, and rocket propulsion systems. They conduct testing of hazardous materials and propellants, air quality, aerospace hardware and ground support equipment, and all materials used in space. They also conduct hazardous fluid assessment, hypervelocity tests, and explosive hazard assessment. The High Energy Blast Facility performs explosive testing with solid, cryogenic, hypergolic propellants, and other high explosives.

WSTF operates six separate rocket engine test stands for the development and qualification testing of various propulsion engines and subsystems with propellants that include liquid hydrogen, gaseous and liquid oxygen, hydrocarbon, hydrazine, Aerozine-50, monomethylhydrazine (MMH), nitrogen tetroxide (N2O4). WSTF is also an Orbiter and International Space Station Depot Repair Facility that performs flight hardware assembly, repair, and acceptance testing. They refurbish hypergolic propellant components for the Space Shuttle, handle advanced pyrovalve testing and perform failure investigations.

 Fiore Industries Inc. maintains a Fire Department with emergency medical service capabilities to provide fire prevention, protection, and emergency response services to protect WSTF, WSC, and the Air Force employees and site facilities.  The most significant potential emergencies at WSTF include fire, explosion, chemical release and medical emergencies.

 Fiore Industries maintains fire protection, prevention and emergency medical services on an around-the-clock basis to prevent or fight fires, respond to operational emergencies (including hazardous material response), provide confined space rescue and render medical attention to injured or ill employees.  Emergency services is required to respond to a building fire in compliance with NFPA 1500, Standard on Fire Department Occupational Safety & Health, NASA-STD 8719.11, NASA Safety Standard for Fire Protection, and NPR 8715-2. NASA Emergency Preparedness Plan Procedural Requirement, and manage fire prevention and protection services.
